Mr. Mirza Hamid Hasan

Freelance Consultant specializing in public sector management, water, power and environmental sectors

Mirza Hamid Hasan is an engineer by training and a former civil servant by profession. He started his career as an engineer in Water and Power Development Authority of Pakistan. After working for a few years in the engineering profession he joined the civil services in 1967. During his long career spanning over 35 years in the civil service he worked in diverse fields in a wide variety of departments including Ministries of Finance, Economic Affairs, Capital Development Authority and Ministry of Water and Power.

He completed full circle and returned to the water and power sector as Federal Secretary, Ministry of Water and Power in the last assignment of his career as a civil servant. As Secretary, Water and Power he chaired the Steering Committee on Reform and Restructuring of the Power Sector. Soon after retirement he was appointed Chairman of a high powered ‘Task Force on Electricity Tariff’ comprising members of Parliament, Secretaries of concerned Federal Ministries, heads of power utilities and key stake holder organisations, and representatives of oil, gas and electric power regulatory bodies, to look into the causes of excessive power tariff and suggest ways for its reduction.

During the long course of his career Mr. Hasan represented Pakistan in a large number of international meetings and conferences, including meetings of the UN Commission on Sustainable Development.

He currently works as a freelance Consultant specializing in public sector management, and water, power and environment sectors. He has worked on a number of consultancy assignments for World Bank, Asian Development Bank, IUCN and Federal and Provincial Governments in Pakistan in the positions of institutional, policy and planning specialist. His most recent consultancy assignment related to studying the impact of climate change on the water sector of Pakistan.
